Do you aware that Ministry of Manpower (MOM) has implemented Complementarity Assessment Framework (COMPASS) for EP applications in Singapore with effect from 1 September 2023 and 1 September 2024 for EP renewals.
What is COMPASS?
COMPASS is a transparent system giving your business clarity for manpower planning so that you can tap on talent from all around the world while improving force diversity and building a strong Singaporean core. The assessment will be based on a holistic set of individual and firm-related attributes.
Under individual attribute, EP applicants will be assigned a score based on their salary, qualifications. While under firm related attribute, employer will be earning the point on diverse mix of nationalities the diversity of the firm’s Professionals, Managers, Executives and Technician (PMET) employees and support for local employment. A minimum score of 40 is require hiring the foreign workers.
Under the new system, the foreign applicants for EPs will also be required to provide details of their educational qualifications and institutions during the application process. These details will then be verified by the selected screening companies, which will conduct checks on the authenticity of the qualifications and the legitimacy of the educational institutions.
On top of that, the EP application can also earn extra points under the bonus criteria including bring in skills in shortage (job on shortage occupation) or support strategic economic priorities (specific assessment criteria on investment, innovation, internationalisation, or company and workforce transformation activities).
