New measures for Digital Payment Tokens (DPT) service providers

The Monetary Authority of Singapore (MAS) has introduced new measures for Digital Payment Tokens (DPT) service providers to safeguard customer assets while upholding the government’s endorsement of stable coins as a trustworthy medium of exchange in the digital asset ecosystem.

These measures are introduced following an October 2022 public consultation (that covered 3 broad areas) on regulatory measures to enhance investor protection and market integrity in DPT services. The consultation received significant interest from a wide range of respondents, with broad support for DPT service providers. The measures such as:-
– segregate customers’ assets from its own assets and held in trust;
– conduct daily reconciliation of customers’ assets and keep proper books and records;
– maintain access and operational controls to customers’ DPTs in Singapore;
– ensure that the custody function is operationally independent from other business units; and
– provide clear disclosures to customers on the risks involved in having their assets held by the DPT service provider.

MAS reminds the public that regulations alone are not sufficient to protect consumers from losses, given the extremely risky and speculative nature of DPT trading. Consumers must also remain vigilant and not deal with unregulated entities, including those based overseas, as they risk losing all their assets.

新加坡金融管理局(MAS)为数字支付代币(DPT)服务提供商引入了新的措施,以在维护政府对稳定币在数字资产生态系统中作为可信任交易媒介的认可的同时,保护客户资产。

这些措施是在2022年10月对DPT服务的监管措施进行公开咨询(涵盖了3个广泛领域)之后引入的。这项咨询引起了广泛的回应,涉及各种各样的回应者,并对DPT服务提供商给予了更多的支持。这些措施包括:

– 将客户资产与自身资产分开并以受托人方式持有;
– 每日对客户资产进行对账和保持正确的账簿和记录;
– 在新加坡维持对客户DPT的访问和操作控制;
– 确保托管功能在操作上独立于其他业务部门;
– 向客户清楚披露由DPT服务提供商托管其资产所涉及的风险。

MAS提醒公众,仅仅依靠法规是不足以保护消费者免受损失的,因为DPT交易具有极高的风险和投机性质。消费者必须保持警惕,不与未受监管的实体进行交易,包括那些境外的实体,以免损失所有资产。
